[전문]美 트럼프 대통령, 이재명 대통령에 보낸 '상호 관세' 서한·영어 원문

대통령님께

이 편지를 보내드리게 되어 큰 영광입니다. 이 편지는 우리 무역 관계의 강점과 약속을 보여주며, 미국이 한국과 상당한 무역 적자를 겪고 있음에도 불구하고 계속 협력하기로 합의했다는 사실을 나타냅니다.

그럼에도 불구하고 우리는 여러분과 함께 나아가기로 결정했지만, 오직 보다 균형 잡힌 공정한 무역을 추구하기로 했습니다.

따라서 세계 1위 시장인 미국의 특별한 경제에 초대합니다. 우리는 수년간 한국과의 무역 관계에 대해 논의해 왔으며, 한국의 관세, 비관세, 정책 및 무역 장벽으로 인한 장기적이고 매우 지속적인 무역 적자에서 벗어나야 한다는 결론을 내렸습니다. 안타깝게도 우리의 관계는 호혜적이지 않았습니다.

2025년 8월 1일부터 모든 부문별 관세와 별도로 미국으로 보내지는 모든 한국 제품에 대해 25%의 관세만 부과할 예정입니다. 높은 관세를 피하기 위해 운송되는 상품에는 해당 관세 만큼의 높은 관세가 부과됩니다. 25%는 우리나라와의 무역 적자 격차를 해소하는 데 필요한 양보다 훨씬 적은 금액이라는 점을 양해해 주시기 바랍니다.

아시다시피 한국이나 자국 내 기업이 미국 내에서 제품을 생산하거나 제조하기로 결정하면 관세는 부과되지 않으며, 실제로 몇 주 안에 신속하고 전문적이며 일상적으로 승인을 받을 수 있도록 최선을 다할 것입니다.

어떤 이유로든 귀국이 관세를 인상하기로 결정하면, 어떤 숫자로 인상하든 우리가 부과하는 25%에 추가됩니다. 이러한 관세는 한국의 오랜 관세 및 비관세, 정책 및 무역 장벽을 바로잡기 위해 필요하며, 이로 인해 미국에 대한 지속 불가능한 무역 적자가 발생하고 있음을 양해해 주시기 바랍니다. 이러한 적자는 우리 경제와 국가 안보에 큰 위협이 됩니다!

앞으로 수년간 귀하의 무역 파트너로서 함께 일할 수 있기를 기대합니다. 이전에 폐쇄된 무역 시장을 미국에 개방하고 관세, 정책 및 무역 장벽을 제거하고자 한다면, 이 서한에 대한 조정을 고려할 수 있습니다. 이러한 관세는 귀하의 국가와의 관계에 따라 상향 또는 하향 조정될 수 있습니다. 미국에 실망하지 않으실 것입니다.

Dear Mr. President:

It is a Great Honor for me to send you this letter in that it demonstrates the strength and commitment of our Trading Relationship, and the fact that the United States of America has agreed to continue working with Korea, despite having a significant Trade Deficit with your great country. Nevertheless, we have decided to move forward with you, but only with more balanced, and fair trade. Therefore, we invite you to participate in the extraordinary Economy of the United Sates, the Number One Market in the World, by far. We have had years to discuss our Trading Relationship with Korea, and have concluded that we must move away from these longterm, and very persistent, Trade Deficits engendered by Korea's Tariff, and Non Tariff, Policies and Trade Barriers. Our relationship has been, unfortunately, far from Reciprocal. Starting on August 1, 2025, we will charge Korea a Tariff of only 25% on any and all Korean products sent into the United States, separate from all Sectoral Tarifis. Goods transshipped to evade a higher Tariff will be subject to that higher Tariff. Please understand that the 25% number is far less than what is needed to eliminate the Trade Deficit disparity we have with your Country. As you are aware, there will be no Tariff if Korea, or companies within your Country, decide to build or manufacture product within the United States and, in fact, we will do everything possible to get approvals quickly, professionally, and routinely…in other words, in a matter of weeks.

If for any reason you decide to raise your Tariffs, then, whatever the number you choose to raise them by, will be added onto the 25% that we charge. Please understand that these Tariffs are necessary to correct the many years of Korea's Tariff, and Non Tariff, Policies and Trade Barriers, causing these unsustainable Trade Deficits against the United States. This Deficit is a major threat to our Economy and, indeed, our National Security!

We look forward to working with you as your Trading Partner for many years to come. If you wish to open your heretofore closed Trading Markets to the United States, and eliminate your Tariff, and Non Tariff, Policies and Trade Barriers, we will, perhaps, consider an adjustment to this letter. These Tariffs may be modified, upward or downward, depending on our relationship with your Country. You will never be disappointed with the united States of America.
